Die Schreiberlinge der Trump-Regierung
Extended Reads 01
Guten Mittag aus Bukarest,
bevor ich am Sonntag wieder meine wöchentlichen Reads vorstelle, habe ich die letzten Tage genutzt, um eine Sammlung von Readings vorzubereiten, die einen Einblick in den intellektuellen “Maschinenraum” der Trump-Regierung geben können. Ich habe das Gefühl – und mir geht es stellenweise ähnlich –, dass wir auf unserem Kontinent all das, was dort auf der anderen Seite des Teichs geschieht, nicht verstehen. Wir können es überhaupt nicht verstehen, weil es einer anderen Logik folgt.
In den letzten Monaten habe ich mich recht intensiv mit vielen von denen auseinandergesetzt, die jetzt in der Trump-Regierung im Hintergrund irgendwie den Ton angeben (das konkret zu messen, geht natürlich nicht). Einer von denen, die ich später vorstellen werde – Christofer Rufo – hat, als Trump J.D. Vance als Vizepräsident auswählte, verkündet, dass damit jetzt auch die gesamte rechte Gegenkultur ins Weiße Haus einziehen wird. Das habe ich zu lange ignoriert, aber es stimmt natürlich. Vance ist ein absoluter Opportunist, doch sein Fähnchen im Wind reagiert sensibel auf “Vibe Shifts”.
Diese ganzen Leute zu lesen – und ich halte es jetzt kurz – ist nur bedingt schön. Die Postliberalen zum Beispiel sind noch harmlos; sie sprechen in gewisser Weise die Sprache, die ich auch spreche. Die Tech-Right hingegen klingt stellenweise ganz anders, als ich es kenne – fast wie in einem tiefen Drogenrausch. Was mich aber an all diesen Persönlichkeiten fasziniert, ist erstens ihr tiefer Glaube an die Wirkung von Ideen und zweitens der Wille, dass eine gute Idee auch umgesetzt werden muss.
Seit ich an der Universität bin, beschäftige ich mich fast nur mit dem Einfluss von Ideen. Das war für mich immer eine der Schwächen der Liberalen: dass sie sich erstens zu selten mit der Kraft von Ideen auseinandersetzen und zweitens zu schlecht darin geworden sind, neue Ideen zu entwickeln. Ich falle in die zweite Kategorie, in der schönen Tradition von unter anderem Isaiah Berlin:
"Over a hundred years ago, the German poet Heine warned the French not to underestimate the power of ideas: philosophical concepts nurtured in the stillness of a professor's study could destroy a civilisation."

Wenn man das (in weiten Teilen widersprüchliche) Programm der Vance-Bewegung in einem Satz zusammenfassen müsste, wäre es wohl: Die alten Institutionen müssen und werden fallen, und wir haben die Ideen für den Neuaufbau. Das eint die Postliberalen, die Reaktionären Futuristen und die radikalisierten Anti-Woken. Diese drei Gruppen werde ich vorstellen.
Und weil es hier ja auch um Außenpolitik gehen soll, folgen anschließend noch die Ideengeber für die Außenpolitik. Wobei man hier vorsichtig sein sollte, Trumps Ideen nicht ex post zu rationalisieren.
Wir werden aber nicht daran vorbeikommen, uns mit allen neuen Geistern im Weißen Haus zu beschäftigen. In dem Kopf des Erbfolgen - wenn er es denn wird - leben sie zumindest. Diese Gruppen sind teilweise widersprüchlich (u.A. Postliberal vs. Reaktionärer Futurismus) und man wird abwarten müssen, wer sich am Ende durchsetzt - eine dubiose Synthese scheint bislang naheliegend.
Der Extended Read wird lang sein. Man sollte ihn am besten auf dem Laptop und nicht auf dem Handy lesen. Für die Mail ist er ohnehin zu lang. Entschuldigt bitte mögliche Rechtschreibfehler; ich habe diese Sammlung an mehreren Abenden nach der Arbeit zusammengestellt und eine ChatGPT-Überprüfung würde die gesamte Formatierung zerhauen. Meine Kommentare sind mit NO gekennzeichnet und kurz gehalten - jeder soll sich seine eigenen Gedanken dazu machen. Es geht erstmal darum, einen ersten Eindruck zu vermitteln. Das ist nur der Ausgangspunkt für eine tiefere Auseinandersetzung.

Patrick Deneen dürfte hier gemeinhin bekannt sein. Der bekannteste Postliberale unserer Zeit (mea culpa Samuel Moyn). Professor an der Notre Dame Universität in den USA. Wer die Zeit findet, sollte seine zwei Bücher Regime Change und Why Liberalism failed lesen. Beide mittlerweile auch auf deutsch übersetzt.
Postliberal Order: „Why they hate us“
“Our little project - The Postliberal Order - is an exercise in reminding people not only that a non-liberal tradition and electorate exists, but that it is superior to the dehumanizing, fragmenting, and deracinating experience of liberalism.”

Postliberal Order: „Abandoning Defensive Crouch Conservatism“
Vielleicht sein wichtigster Text abseits seines Buches Regime Change, um Deneen, aber auch die Entwicklung innerhalb des Rechtskonservatismus zu verstehen.

Adrian Vermeule
Rechtsintellektueller (im doppelten Sinne) und Professor an der Harvard Law School. Intellektuell vielleicht sogar einflussreicher als Deneen. Hat in der ersten Trump Regierung schon als verfassungsrechtlicher Berater fungiert. Wer seinen Carl Schmitt gelesen hat, lernt hier stellenweise wenig neues. Der Führer beschützt das Recht usw. Aber meistens ist es bekanntermaßen die Rezeption von einem Denker, die dem Gedanken zur Macht verhilft.
The Atlantic: Beyond Originalism
“Common-good constitutionalism is also not legal liberalism or libertarianism. Its main aim is certainly not to maximize individual autonomy or to minimize the abuse of power (an incoherent goal in any event), but instead to ensure that the ruler has the power needed to rule well. Auch Peter Thiel dürfte weitestgehend bekannt sein. Paypal, Palantir, Facebook - usw, Unternehmer, Jurist und Philosoph. Einer der ersten offenen Trump-Unterstützer.

Girard ist eine Verbindung zu J.D. Vance (unten mehr). Curtis Yarvin
Diese Person zu kennen, ist schon eher eine schmerzhafte Erfahrung. Softwareentwickler, aber vor allem ein einflussreicher Blogger - Begründer des sogenannten “Neo-Reactionary Movement” oder “Dark Enlightenment”. Wie bei Thiel eine etwas bizarre Mischung aus Futurismus, Libertarismus und Rechtskonservatismus.

Christofer F. Rufo
War früher ein Anti-Trump-Republikaner, hat sich dann über seinen Widerstand gegen DEI-Praktiken radikalisiert. Dürfte für die Bildungspolitik der wichtige Ideengeber sein. Autor von America’s Cultural Revolution, einem sehr einflussreichen Buch in konservativen Kreisen über den “leftist overreach”. Ich nenne ihn hier stellvertretend für die vielen radikalisierten Anti-Woken. Man könnte hier weitere Personen wie Michael Shellenberger nennen, die meisten sind aber dümmer und weniger einflussreich als Rufo.

“The time is now. The president is in his first 100 days, and major change is best enacted when an administration enjoys high public approval. Musk, too, understands that hesitation signals weakness. Abolish the Department of Education—and don’t look back.”

In this way it is a more ambitious gesture than typical VP picks by either party, which are more commonly driven by a need for “balance” on a ticket. If Trump wins in November, and Vance is able to form a durable counter-elite, Trump’s selection of him could prove to be one of the most consequential vice presidential choices in modern history.
Substack: The New Right Activism
“As the Gospels state, In the beginning was the Word — and this is true also in politics. Modern political movements have always started with writing: with pamphlets, manifestos, and other publications. The New Right has already generated a high degree of innovation in this respect, spread across a growing network of publications, podcasts, literature, and visual arts. The point is not only to shape the meta-discourse as a matter of “general culture,” but to attack the political discourse directly on individual issues — in other words, to engage in agitprop.
Agitprop doesn’t mean sacrificing the truth, but rather, channeling the truth, toward victory. Postmodernist theorists who reduced politics to “language games” may have overstated the case, but they were right in one respect: language is the operative element of human culture. To change the language means to change society: in law, arts, rhetoric, or common speech. The Right must build a new vocabulary to overcome the regime’s euphemistic rule, which enacts abuse of power through abuse of language. The point is to replace contemporary ideological language with new, persuasive language that points toward clear principles.”
(NO: Rufo klingt natürlich wie durchschnittlicher 17-Jähriger-Kommunist, aber es beschreibt den Antrieb von vielen rechten “Intellektuellen” ziemlich gut. Eine Gegenkultur zu schaffen, heißt den Gegner auf seinem Spielfeld zu besiegen.)
Richard Hanania
Eigentlich wollte ich Hanania nicht hier nennen. Ich lese ihn sogar gerne - er ist an vielen Stellen klug und ihm zuzuhören, schadet nicht. Man könnte sagen, dass er der Ezra Klein der Rechtslibertären ist. Seine Gedanken sind in der Vance-Bubble trotzdem einflussreich, obwohl er sich wegen seinem Fokus auf “High Human Capital” aus naheliegenden Gründen von der Bewegung entfremdet hat. Viele Executive Orders der Trump-Regierung hatte er vor ein paar Jahren schon entworfen. Im Gegensatz zu Rufo kein radikalisierter Anti-Woker.

”Understanding that wokeness is law may be able to help us get at the question of why conservatives are less motivated to be politically engaged than liberals. It’s not an exaggeration to say that conservative views on race and gender are often of questionable legality in the workplace. Even if conservatives cared as much as liberals, the state is always there with its thumb on the scale, having helped construct bureaucracies inside and outside government that create incentives against expressing certain beliefs or building institutions that are managed in ways that offend left wing officials and activists.”
(NO: in gewisser Weise die anti-woke Leseart von Katharina Pistors “Der Code des Kapitals” - auch Deneen ist in seinen Ideen zum Konstitutionalismus von Mark Tushnets linker Variante inspiriert.)
Substack: Elite Human Capital Is Not Just IQ
EHC (NO: Elite Human Capital) tends to have higher ideals, while LHC (NO: Low Human Capital) sees the world in zero-sum terms, and can only be inspired if it has an enemy to bash. Its favorite targets include minorities, free thinkers, sexual non-conformists, and of course, foreigners most of all. From this perspective, it is not surprising that conservatives are happier than liberals, because their “thinking” about politics, which they approach like a football game, is a kind of self-indulgence, based around the bonding experience of rooting for their own team and the idea that the groups they identify with are superior to others.
Because EHC are the ones who matter most for politics and culture, any movement that wants to succeed needs to win them over. They seek high status, low pay professions and their commitment to ideals means they will sometimes take the steps necessary to push for major changes in society.
(NO: Zwei Sachen sind hier wichtig. Erstens, der IQ-Gedanke ist bei den Leuten um Vance verankert. Das ist natürlich ironisch, weil - wie Hanania schreibt - die trumpsche Wählerschaft überwiegend aus Low Human Capital besteht. Die intellektuelle Bande um Vance fühlt sich aber selber als High Human Capital - nicht ohne Grund - und sieht sich deswegen dazu berufen, die major changes in der Gesellschaft herbeizuführen. Hieraus entsteht die Dualität, dass sie in ihrer Kommunikation immer mehr wie Low Human Capital klingen. Es ist die Barbarisierung der Intellektuellen, um an die Macht zu kommen (Man kennt es von UP).
Die Anti-China-Generäle

Elbridge Colby
Die Trump-Administration will ihn gerade als Undersecretary of Defense durchboxen. Er hat mit den restlichen wenig zu tun, aber ist für die Außenpolitik interessant. Donald Trumps Rhetorik gegenüber asiatischen Verbündeten ist zweideutig, aber wenn man versucht, den Ukraine-Move zu rationalisieren, ist Colby die erste Wahl. Er war bereits in der ersten Trump-Regierung vertreten, ist jetzt aber noch wichtiger, weil sich Vance und Rubio gut mit ihm verstehen.

(NO: ich empfinde ihn als nicht sonderlich begabt, aber er greift die Ideen aus seiner Umgebung gut auf - hier kickt das Keynes-Zitat besonders: “Madmen in authority, who hear voices in the air, are distilling their frenzy from some academic scribbler of a few years back”.) Man kann das in einem Deneen-Interview mit der ZEIT gut nachlesen.

(NO: alle kennen diese Rede, ich wollte sie trotzdem nochmal zitieren, weil sie sehr gut ist. Nicht “sehr gut” in dem Sinne, wie U. Poschardt oder andere Rechtskonservative in Deutschland sie interpretieren. Sondern rhetorisch gut, weil man hier merkt, wie J.D. Vance an eine postliberale Welterzählung glaubt. Es ging in dieser Rede nicht um Sicherheitspolitik (und nur bedingt um die (existierenden) Fehlentwicklungen in Europa), sondern um den Export von Ideen, die auf diesem Kontinent schon angekommen sind und die sich hier durchsetzen sollen. A. Applebaum spricht von einer “Reaktionären Internationalen”. Ich glaube, das ist nur bedingt das Motiv der trumpschen Regierung. Eher will man eine postliberale Allianz schaffen, durch die Ideen der Vance-Clique Europa sukzessive spaltet. Wir können das nur verhindern, wenn wir erstmal Ihre Ideen verstehen.)
